Drawing on his experience serving as the Special Counsel to the General Counsel for the Department of Defense, SMU Law Professor Chris Jenks will discuss the inter-agency challenges in resolving the disposition of a US citizen (Am Cit) and suspected ISIS member captured in Syria in 2017. Nationals from a number of western countries traveled to Syria and joined ISIS, only to be captured by coalition forces or allied militias. Professor Jenks will use the Am Cit case to highlight the difficulties “not so foreign” fighters captured overseas pose, difficulties which continue to vex the United States and its allies and partners.
Chris Jenks, Associate Professor of Law, SMU, teaches criminal law, evidence and the law of armed conflict. He also serves as a consultant for the Department of Defense Office of the General Counsel, a research fellow at the Program on the Regulation of Emerging Military Technology in Australia and as member of the Council for International Institute of Humanitarian Law in Sanremo, Italy.
